If you’re taking the train from Hualien, I recommend just coming directly here. For a mid-range choice, Chateau de Olea is a highly recommended local guesthouse. Driving south from Taitung city, Highway 9 will become the coastal highway.
The 4th floor is very hot even though an additional portable air conditioner has been purchased. Hard to find parking near here, so you have to be extra patient turning around or looking for parking a bit far and walk there. This can make a big difference, as the national park is quite large, and it depends where you plan to stay in Kenting.
